Sadly it's the same over here too. So many off their leads AND so many owners cannot control their dogs. It's annoys me. I was out a walk with my daughter about 4 years ago when she was about 2 and a dog tried to jump in her buggy and attack her. I chased the dog away and complained to the woman who owned the dog and she acted like it was my fault!!! The owner didn't care at all. Fast forward to now and my daughter has a fear of dogs due to this event. I am trying to teach her not to be scared, just cautious. I know plenty of dog owners who are very responsible and trained their dog very well.
It's really scary! When you come across a loose dog, you never know what it's going to do. I get nervous when people let their dogs come near me on a leash! I'm terribly allergic to everything. I don't want an animal near me to touch me. I love all animals, but I don't want to be near them. An allergy or asthma attack is no joke. I often have to tell people not to let a dog or cat near me. I usually move people who are walking animals to the other side of the road in time.
